Thanks Joe, The problem was in the 9Volt, and 3 Volt regulator supplies. Replacing C2P05 (100ufd. @ 16 VDC), and C2P08 (also 100 @ 16 ) fixed this problem. They are located near IC2P01, and IC2P03. Thanks goes out to Jeff S, Willie H., and Leonard C. You guys saved me much time on this one, and made it an easy fix.

It slowly gets better as it warms up, but never goes away completly. I am trying to use circuit feeze to isolate the bad cap, but have had no luck so far.
