Obviously there are professional industry camera from 500 to 3000 $, however we used with satisfaction the Logitech pro 9000 webcam of 2M pixels of 50 $. Quite the contrary, such inscriptions are usually clearly readable. Indeed, I'd suggest to concentrate more on shooting conditions than on image processing. It is difficult to devise algorithms dealing with images that humans themselves can hardly read. Adjust lighting conditions, improve camera stability, increase exposure, adjust focus. Flash sometimes can be useful, but usually is not. Maybe you need to change your whole camera device to gain more control over shooting settings. Only having done all this, you can start to invent your preprocessing logic.
