However, 'make' was a little cranky about pod2man:

What kind of pod2man is that? what perl version? All modern perls support more than head[12].
/usr/bin/pod2man: Invalid man page - 1st pod line is not NAME in lib/Apache/TestReport.pm
Couldn't install blib/man3/Apache::TestReport.3
