Thanks for the explaination, Chris. It's clear now.
As I've mentioned t/SMOKE is usually run after t/TEST fails, so it has always relied on the fact that 'make test' was already run and therefore didn't require to run its own setup.
Patches to make it independent are very welcome.
I might take a stab at it if I can get my brain around which to focus on (TestSMoke or TestSmokePerl)...
