I'm not sure what image you're referring to because "server" and "everything" are separate images. Fedora-Server-dvd-x86_64-Rawhide-20210624.n.0.iso This image has a payload on it and can be used without network access. Fedora-Server-netinst-x86_64-Rawhide-20210624.n.0.iso Fedora-Everything-netinst-x86_64-Rawhide-20210624.n.0.iso These have no installable payload, they boot a sort of live image and run the installer program. That's it.
