Well after some more searching and finally figuring out that ctt meant
comp.text.tex I did some more searching and found a tip that lead to a
solution to my particular problem.

My appendix contains various graphics, in fact the first appendix starts
with a graphic of one of our computer lab layouts. LaTeX, for whatever
reason, couldn't fit this correctly on the first page, so started it on
the next page. Why it fits fine on the even page and not the odd page is
beyond me.

To test this, I inserted some extra text before the graphic and ran
latex. My appendix appears correctly on the odd page with the added
text. The graphic appears on the even page.

It's still confusing to me as to why LaTeX does it this way, but at
least I have a solution. I'm going to try scaling the graphic down
further (it's a ps file) to see if that helps.
