I'm quite surprised that nobody has mentioned "latexmk" yet: http://www.phys.psu.edu/~collins/software/latexmk-jcc/ It's in Perl and works like a charm. Too bad it's not a proper CPAN _module_ that can be used in other projects. BTW, this thread is probably OT.
