According to Read, that's sort of true, On p. 64, he says "When the note is
... on the third line ..., the stem may go in either direction, although it
is the more common practice to draw it down." 

In PMX, default is for middle line stems to go down except in bass clef
where they go up. But you can make them go down in bass clef too with the
ancient command "B" at the start of the file. And of course you can manually
change the stem direction of any note if you wish.
