If they're worried about people getting down into the spring, why don't
they just install some steel bars across it? It was described as a narrow
slot, so it should be easy to "gate" it and still let the water flow freely.
That would let critters come and go too. If there are endangered species in
that spring, like blind salamanders, that might be a way to go after the city
and force them to reopen it.Mark Minton
