Yes, Louise, that condition was corrected in the 80s or early 90s.  Now,
however, Parks & Widllife and the San Jacinto support groups want to reverse
some of the 1936 monument "improvements" in order to make the topography more
like it was at the time of the battle.  What this boils down to is
re-excavating a partially filled gully that ran perpendicular to the reflecting
pond, flowing north to the wetlands along the bay there.  The gully was
situated between the Texian camp on Buffalo Bayou and the Mexican Camp to the
east.  This shallow ravine had a critical role in the battle, since it hid the
Texian troops from view until they were fatally close to the Mexican army
breastworks.

When I first moved to Houston back in the 60s, you could drive out to the
Battleship Texas and the San Jacinto Monument and have a nice picnic on the
grassy mall in front of the monument. By the time I left in '76, practically
the whole grassy mall in front of the monument and, sometimes (depending on the
amount of rain we'd had), the road (or part of the road) up to the monument,
were inundated. You couldn't drive up to the monument at all. I wonder if
they've done anything about it.

Folks,

Faulting and subsidence are very real concerns in the Harris Galveston area and
their occurrance very well documented.  The subsidence is a result of a number
of factors but the two most controllable factors are the extraction of oil and
gas in the area and then later groundwater.  For more information, I would
recommend that you go to the web page for the Harris Galveston Subsidence
District web page and read about the history of the district.  They’ve been
around for many years and are well known among Groundwater Conservation
Districts.
