I've just added that file (it accidentally got deleted when I removed all the 
.svn files) - and a quick run-through of ./configure && make && sudo make 
install put the files in /usr/local/bin, which is normal. I've not tried with 
the explicit prefix though.

Also, the definitive Sphinx source is available via svn:

  svn co http://sphinxsearch.googlecode.com/svn/trunk sphinx-read-only
