Did you try ripping the device drivers and IP stuff out, and let Windows
rediscover all the hardware?

This is a long shot.  I wonder if perhaps she zapped the laptop with static
and blew them?

If you have some sort of live CD (linux, BSD, etc) you could see if that
OS could activate the card?
