I'm going to posit this:

The modem establishes itself as a com port... by plugging it into a
different USB port it grabs a different COM port address/number.  This
prevents it from working properly with your software.

I used to see something along these lines with USB to Serial adapters -- the
adapter would self-assign a different COM port number depending on the USB
port used.  Didn't always happen, but certain models exhibited this
behavior.
