I use a T43p (2687D5U):  the keyboard does NOT have a separate, 10-key
number pad (usually to the right of the standard keyboard).  On my system,
the top, horizontal line of number keys with [SHIFT] access to special
characters will NOT generate the unicode characters.  This is indicated in
your quote from Microsoft

          MS http://support.microsoft.com/kb/315684 says
          "Press and hold down the ALT key while you type the four number
Unicode value for the character.
          Note that NUM LOCK must be on, and you *have to use the number
pad keys* to type the Unicode
          character value."
(emphasis added).  I believe the T43 also does not have the separate, right
hand side, number key pad, it will not generate the correct character codes.

Reasonable alternatives include:
(1)  In some *Windows* applications, *MS Word*, for example, you can
generate and insert special characters from the command menu  *Insert > S
ymbol...*  which will display and insert in that application all characters
for every font you have registered.

(2)  More generally, in *Windows* (I'm now running Windows 7) you can
use  *Character
Map*  from the operating system *Accessories* collection.  This also
displays and inserts all characters for every registered font.

(3)  To reduce the series of dialogs and clicks to access the desired
character, I use the free, open source program  *AllChars*
