Try UnstoppableCopy from http://www.roadkil.net/program.php/P29/Unstoppable%20Copier

it has an option to copy newer files only, besides many other nice
features. And you can run it in command-line mode too.

From a command-line user clueless about Windows Drag and Drop:

In copying contents of a folder to a folder on another machine over the

suggests one must move all, overwriting existing files, wasting time

Must I fall back to XCOPY?

Another alternative?
