error when updating to Webmail 1-3-10

I got a prompt today (with TB2) that webmail 1-3-10 was ready but when I
tried to update I got a "Not a valid install page -207" error.  Then I
downloaded the file from the main page and tried to install it, same
problem.  Anyone else seeing this?
