The password management is done by Thunderbird and the Webmail add-ons
do not save any passwords.

Have you taken a close look at the saved passwords in the Thunderbird
Security options to see what if anything is saved in there for your
Hotmail account?

I am using TB 1.3.9 (US English) and the same Webmail add-on versions
as you for the main and Hotmail add-ons.  I just went into Thunderbird
and deleted the password for my Hotmail account.  I restarted
Thunderbird and I was prompted for the password.  I entered it and
checked the box to have it remembered.  I then restarted Thunderbird -
no prompt for my Hotmail password and when I checked the remembered
passwords in Thunderbird the Hotmail account was recorded properly.

Sorry that I cannot duplicate the problem but I would suggest a check
of saved passwords and possible a removal of anything related to your
Hotmail account to hopefully get it recorded correctly again.
