Ah, I get it. You have to create tiddlers like Tag1, Tag2, etc first, then tag those tiddlers excludeLists, then use the macro <<allTags excludeLists>> so that the tags represented by those tiddler titles won't appear. Thanks to all those who thought about helping before I figured it out myself!
