If I understand you right the 'done' button must have been lost either
by deleting the following - or parts of it - from the EditTemplate:
<div class='toolbar' macro='toolbar ToolbarCommands::EditToolbar'></
div>
- or something from the ToolbarCommands tiddler:
|~EditToolbar|+saveTiddler -cancelTiddler deleteTiddler|
- or the equivalent of a systemTheme tagged tiddler.

For such cases it comes very handy to have TidIDEPlugin installed, or
ready to use as a bookmarklet:
http://www.tiddlytools.com/#TidIDEPlugin
It allows to edit and save tiddlers bypassing the regular 'done'
command.

One way without plugin to correct such a mistake is to import all
tiddlers in a empty TW again - exept the offending ToolbarCommands or
ViewTemplate tiddler, and carefuly adapting the left out tiddler
again.

Or by first get TidIDEPlugin functioning in an empty TW, then import
all tiddlers and edit the offending with TidIDE.
