I don't how to explain this in english but I will try.
Based on my experience: when I had a webpage based on tiddlywiki I had
a topmenu on top with some links to tiddlers. When I click on a link
(tiddler) the browser scrolls to the tiddler title position and hides
the header of the page. This behaviour is normal for work with
tiddlywiki but it's bad for a web page.
This line avoids this behaviour.
