With the basic package, it's free up to 100 tiddlers. Then the monthly service is $1 per .... JUUUST kidding.
Seriously, this has been asked before if you search the archives. But, in short, there is no real upper limit. It is more critical what you "do" with the tiddlers, i.e if you use calculation heavy stuff, particularly if you do this in "templates" that affect a lot of tiddlers. Do consider that (vanilla) TW is a single html file (a "web page") so this is what sets the limits.
