I think that a versatile HTML compiler ("html to exe") which creates
stand-alone and secure desktop EXE applications or software from
websites may be the solution you are looking for.

A very good software of this kind can be found at www.htmlexe.com and
the trial edition of HTML Executable has no time limit and it is a
full-featured release.
