I don't think the {..} makes any difference, since the return is just
a single statement.

I'm guessing it's a modified version of SidebarOptions, which normally
just embeds the "options>>" slider button/panel directly in the
sidebar. By using this inline script, the button and panel are not
created unless the document is editable, thus preventing someone who
is viewing the document from changing any of the options that are
normally available in the sidebar panel.
