OK, when that "Save Static" button is clicked, TW5 constructs a static HTML
document containing a snapshot of the tiddlers open in current page. Then
it turns that document into a data URI: and opens it in a new tab. The user
can then use the browser file/save command to save the file. (The same
mechanism is used by the "Save changes" button, except that a full TW5
document is constructed, complete with JavaScript).

So, if you're not seeing that behaviour, other possibilities might be that
you have some kind of popup blocker that is preventing the new tab from
opening, or another browser extension is interfering with TW.

One way to rule out those possibilities is to run Firefox with a new, clean
profile without any extensions, as described here:

No URL shown when the mouse is over the "Save Static" button.

I meant whether the URL in the browser address bar (not the status bar)
changes after you click the "save static" button?

Best wishes

Sorry I don't see any javascript error in the console when I click on this
button.

I have to say that NoScript 2.4.8 is active, but I allowed the page
temporarily.
