I just figured it out. It look me a while to search many web pages and find the explanation, but at the top of a tiddler, if multiple tiddlers have the same tag, the tag name appears at the top of the tiddler, and the dropdown shows the other tiddlers that share that tag. At first I thought I required a third-party plugin.
