It sounds like you want templates. If you use a list like this:

<$list filter='[tag[Hi]]'>
*<$view field=title/> - <$list filter='[is[current]tags[]]'/>

</$list>

then each tiddler returned by the first filter will be displayed using what 
is inside the list tags.
