If you don't mind a thirdparty addon based solution you may look into the Downloads Router <https://chrome.google.com/webstore/detail/downloads-router/fgkboeogiiklpklnjgdiaghaiehcknjo> It allows setting personalized folders on a per-rule basis. You could set your TiddlyWiki to always save to a specific folder that way
