Hi PJO The bookmarks are already grouped by tags if you tag them. The tags show up in the list of tags in the Index tiddler. Click on a tag, and it will take you to the tiddler with the list of bookmarks by that tag, and clicking the main link will take you to the website.
As for sorting them, all you need to do is open the $:/.Children tiddler (find it in the System tab inside the More tab) and change sort[title]] to sort[modified]] or !sort[modified]]. This is not the last date the website was accessed, but the last time the tiddler itself was edited and saved. Not sure there would be a way for a tiddler to update itself when you click the external link to go to a website.
