What I have done is a one off change to the toc for this particular tiddlywiki. I have to replaced some list widgets in the toc with my taglist widget which supports drag and drop on a list with the same tagged tiddlers, and have an extra 'control toc' tab which again uses the taglist widget. I think the removal feature can be added to the toc very easily, but the drag and drop will take a bit more effort to turn it into a plugin. It would be an interesting project but I am already busy with other stuff at the moment.
