I don’t think it can be considered a bug, but a characteristic. PDFs are metafiles, they can contain raster content, vectorial content, or both. Vectorial content, by definition, doesn’t have a “original DPI” (or, more correctly, PPI – Pixels Per Inch. DPI is a concept related to printers, which typically use multiple dots per pixel). Being a raster image program, you need to tell IrfanView the resolution to use when rasterizing a PDF.
