The problem is calling diff with -Z, and NetBSD diff doesn't have -Z.

I agree that it clearly is a problem that the tests now depend on GNU diff.  GNU diff is popular, but it is not a standard.

The Solaris version of diff provides the -b option:

       -b
              Ignores trailing blanks (spaces and tabs) and treats other
              strings of blanks as equivalent.

which GNU diff supports, but describes differently:

       -b, --ignore-space-change
              ignore changes in the amount of white space
