You can cross compile using MinGW and CMake.  See BUILDING.txt.  I
really want to fix whatever problems there are in the CMake system and
get rid of autotools on Windows before 1.1.

Adam recently checked in patches to the CMake system to allow building
with GnuTLS.  Have you tried it since then?  I was able to make those
work without issue, provided that supplied the right incantation of
GNUTLS_INCLUDE_DIR and GNUTLS_LIBRARY (see BUILDING.txt again.)
