Maybe it's a feature that was dropped. But anyway the "UseLocalCursor" option is gone, and only the standard "arrow" pointer ever shows. There is no "hand" cursor, or throb (hourglass) cursor, or text cursor etc. I can live with it but it would be nice to have this feature, maybe it's planned in a future release? The windows 1.1.9 viewer works properly, and the "TigerVNC Viewer for X version 1.1.0 - built Oct 1 2011 13:43:55" works properly (except it has ctrl-key wierdness). The latest 1.1.9 server has been used through all my testing.
