Thank you for the findings and fixes. I believe we need to consider the default
values defined in the header file:
https://github.com/openstreetmap/mod_tile/blob/896e5190ccad85e114637ad3c46b0d507078f23a/includes/mod_tile.h#L33-L36
The current default for `ModTileThrottlingRenders second argument` falls
outside of the range defined here.
