I wouldn't say that. As you probably know, Mapnik can meanwhile process .osm directly so no need for osm2pgsql/postgis (however special stylesheets need to be made). It is conceivable to write a C program (or Python if you must) that does Mapnik rendering from an OSM file and that isn't any more complex than e.g. Inkscape on which we depend today.
Not saying that it must be done that way, just that I wouldn't "rule it out".
