Hi This comes back to the "what are you trying to do?" question. If the target is "better than 1 ms", then the location does not have to be all that accurate. You can get within a hundred meters using a good map, and some care about coordinate systems. That's adequate for a < 1 ms design.
Without an adequate description of the objective, it's very hard to rule in / rule out any design details.
