Well, you would think so...
There is 37 PRN codes, of which the top 5 is for testing.
However, in the modern ICD:

you will find that there is an extended set of PRN codes, and for the
C/A code the modulation is the same, just that the transmitted PRN is
shifted. This extended system can hold 64 active birds in the constellation.
