Most probably this OCXO incorporazes an SC-cut crystal.Due to insufficient design it sometimes starts at the so-called B-mode which typically is some 9% above the desired C-mode. The motional resistance is abot the same, someimes even slightly lower than the resistanxe of the C-mode. It is a repeatable issue, when the ocxo's are powered from 2 particular power supplies. Yet when powered on again, they give the correct frequency.
