Great! But why not make it more (or completely) dynamic ?

It is not too hard to generate [0123].CC.pool.ntp.org
zones for a lot of (all?) Country Codes, containing
  (on average) the "server recommendations".

For instance, the recommandations for France are

    server 2.fr.pool.ntp.org
    server 1.europe.pool.ntp.org
    server 0.europe.pool.ntp.org

The (dynamic) DNS file for x.fr.pool.ntp.org would contain

5 random servers from fr.pool.ntp.org (if available)
    5 random servers from europe.pool.ntp.org
    5 random servers from europe.pool.ntp.org

Zones [0123].fr.pool.ntp.org must contain no doubles.

Users (or package installers) would simply
-- either use the global pool
-- or pick a country and use [0123].country.pool.ntp.org,
effectively using the recomendations for that country
Now users don't have to worry about details like the number of
in-country servers; the pool takes care of that, as it should.

PS If purists have a problem with fr.pool.ntp.org showing servers
outside .fr, that's too bad. It could be fixed with 'purist'
zones like [abcd].fr.pool.ntp.org, but imho it isn't worth it.
