You need to put a file name with spaces inside quotation marks, thus:

 statsdir "C:\Program Files\NTP\etc"

I think I even had some problems using the quotation marks and moved
the directory to one that didn't have any spaces in it (e.g.
c:\log\ntp\stats).

 C:\Program Files\NTP\bin\ntpd.exe -M -g -c "C:\Program
Files\NTP\etc\ntp.conf"

(I can't recall what the -g does. The -c points to the config file).

If I recall, the -g allows a one time initial step outside of normal
parameters. It is similar to running ntpdate once before starting
ntpd normally.

I'll confirm that the statsdir line I quoted is working fine on my system.

Thanks for the reminder about "-g". I think you're right.
