Agreed, but adding a "spare" keword wouldn't require any configuraiton
file changes; it could be an optional per-server modifier like
"prefer" or "iburst".

The latest SNTP v4 RFC has some good info about polling times and the
kiss-o-death packet:

However, it would have been nice if some of those SHOULDs were MUSTs.
The suggestion of exponential backoff is great, but it would have been
better if a specific "back off to at least 2**16 seconds for an
unreachable server".
