I think it is not really pool-specific to re-do DNS lookups.
I can understand that ntpd does not want to do a lookup at regular 
intervals, because that would mean it could be locking to a different 
server after every lookup cycle and may suffer strange instabilities.

However, a "when the server is dead for some time and it was configured 
with a DNS name rather than a fixed address, do a new DNS lookup and try 
again" patch could help not only pool users but also users of servers 
that have moved to another address.
