There is the "[EMAIL PROTECTED]" list. Discusses lots of interesting stuff including software to drive refclocks, the innards of the NTP algorithms, and configuration files. If you go to www.ntp.org and look down you will find a link to the mailing lists and their archives. This has been and continues to be discussed there, in a less hypothetical sense than how it is discussed here. Google for NTP with "async resolver" or "asynch resolver" to see the issues. Look particularly for the stuff by or mentioning Paul Vixie. Pretty much every post in this thread so far makes embarrasing mistakes about how the innards of NTP and DNS resolvers work. Trust me, I made those mistakes when I first looked at the subject!
