I would strongly question the impact of the proposed "spare server" 
patch for ntpd:

the currently used versions of ntpd
- are not the main problem, it is the improperly implemented SNTP bozos 
with their 1s polling intervals
- already honour the KoD
- will use all configured servers as "spares" and increase the polling 
interval for those spares to 1024 after a little while

Frankly, this discussion sounds to me like the EU attempts to steadily 
strengthen their environmental laws to fight the worldwide pollution 
while other countries/regions are by far contributing more to the 
problem and it would not help that much if for example the Europeans 
stop driving cars at all (we will never do that, forget it :-)).
