Offset=148 really does mean 148 seconds. (I will admit there are other places in the ntp reporting tools where usecs, msecs, and secs are tossed around with poor or no labeling). The fact that all the offsets around the world are apparently positive may be indicative of Akamai's servers all running without any real reference, and perhaps in some sort of self-referential loop (even worse!)
