Smaller cisco routers come configured by default to start dropping 
traffic at 500 connections per minute..   It's not bandwidth it's all 
the tracking that the firewall(well, CBAC) has to do - if you up the 
limits you eventually run out of memory (although I'm not sure at what 
point.. I came close on mine but never quite managed it).

The pool creates very abnormal loads on routers - in the weeks since I 
left the pool my max. connections per minute is 246.  Compared to a peak 
of over 50,000 when I was in the pool (that was mostly from turkey too..).
