For you as a pool admin there is no issue, I didn't miss that point.

There was an issue for Tim as a server admin, and he started to spend 
time finding out what's wrong with his server.

The answer to Tims issue is in your algorithm, you're judging based on 
"no data". You really have no data as long as offset < rtt.

Uninteresting to you maybe, but it is the answer to Tims question: 
"don't use the pool stats to monitor your own server".
That's the point you missed.

Again, if this mechanism works for the pool, just leave it like it is.
