No it doesn't, that's the beauty of it. It runs as a daemon in the background, supplying the PPS signal from the GPS. I use it because I do not want to patch the kernel with LinuxPPS. Like you said though, patching the kernel would probably be the best way.

There is no functional difference between getting PPS via that daemon and using gpsd. But gpsd allows access to the positioning and visibility data from a GPS receiver.
