Hmm, I think they don't have to be. AFAIK, I'm not /necessarily/. The OP supplied extremely little useful information (just the time server IP, really). A pool server serving poor time can greatly degrade the time of the hosts served by the pool; NTP can reject poor time, but IME it's still skewed significantly by servers that aren't hugely wrong. Furthermore, a large number of clients will get 2 servers that are - from their network perspective - serving them poor time.
