I apologize if this is too far off-topic but the recent thread about
government time brought it to mind and I thought someone here might
have an idea about this:

A couple years ago, I was looking around in the offices of an
automobile factory that went out of business in the 1950s and was
later used by the Defense Contract Administration Service. There is a
large vault in the office complex and inside the vault on the wall are
three plaques labeled "LOCAL", "ZULU", and "DCAS".

Presumably, clocks set to local, zulu, and dcas time were once mounted
on the wall above these plaques. Local and zulu time make sense, but
what is DCAS time? DCAS could well be an acronym for Defense Contract
Administration Service, but even if this is the case, I'm not sure why
they would use their "own" time zone as opposed to UTC/zulu or some
local zone nor what the UTC offset of this DCAS zone would be.

I've searched the web quite extensively and come up empty on this
subject. If anyone happens to have any thoughts about this, I'd be
very pleased to hear them.
